The Estonian Social Insurance Board (ENSIB) is a government institution acting under the supervision of Ministry of Social Affairs. The objective for the board is administration and implementing the social security and welfare legislation. In child protection matters, ENSIB is the national authority responsible for child protection policy development in Estonia.
The Child Protection Department in ENSIB provides support to local authorities in performing child protection functions, organizes alternative care services for Estonian natives and unaccompanied minors and provides Child Helpline and Barnahus (Lastemaja) service. On a state level Child Protection Department’s goal is to homogenize and improve the quality of child protection work on local level in Estonia, and develop a capable national and regional child protection system.
